A mediados de 2005 el Ayuntamiento de Parla, en Madrid, con la colaboración de la Oficina de Concursos del COAM, convocó un concurso novedoso en su planteamiento: 826 viviendas distribuidas en 6 parcelas de equipamiento público. Viviendas en alquiler para jóvenes, optimizando en 35 m2 útiles su superficie para dar cabida al mayor número de viviendas en el suelo disponible. Además, y como novedad, se adjudicó el derecho de superficie a empresas privadas que costearon el concurso, la construcción y la explotación de los alquileres, reduciendo la aportación del ayuntamiento a la gestión del suelo público y la elección de adjudicatarios. Tres años más tarde, a pesar de otras ayudas que nunca llegaron por inoperancia en la gestión, las viviendas se han ocupado. Nuestra propuesta fue una de las seis ganadoras y teníamos que incluir exactamente 156 viviendas, que eran las que nos correspondían en el Plan.

In the middle of 2005 the City Council of Parla, in Madrid, with the collaboration of the OCAM, summons a new contest in its exposition: 826 housing were distributed in 6 parcels of public equipment. They are houses in rent for young people, optimizing in 35 m² equipment its surface to give capacity to the greatest number of houses in the ground available. There is also a new thing: they adjudge the right of surface to private companies that pay for the aid, the construction and the operation of the rents, reducing the contribution of the city council to the management of the public ground and election of awardees. Three years later, in front of other aids never made by unworkability in the management, the housings have dealt. Our project was one of the six winners and we had to include exactly 156 housing, that were those that corresponded to us in the Plan.

En el concurso, y ya desde el propio lema “CONSTRUIR SITUACIONES”, partíamos de los postulados situacionistas de los años 50. En sus textos nos enseñaron a entender la ciudad desde la experiencia individual. Quedaban atrás planteamientos exclusivamente funcionalistas; interesaban aspectos que fuesen más allá de parámetros dimensionales, jerarquías viarias, lleno-vacío y que atendiesen a parámetros topológicos, relacionales, fenomenológicos. El espacio de la ciudad adquiere sentido con el uso que sus habitantes hacen de él, de la multiplicidad de relaciones que en él se puedan dar, experimentar la ciudad como un territorio donde “construir situaciones”. Por este motivo, nos gustaría entender nuestra propuesta de viviendas para jóvenes como una reapropiación lúdica del espacio urbano. El propio plano de situación, recuerdo de los mapas psicogeográficos, muestra el emplazamiento como parte de la red de espacios públicos del municipio.

In the aid, already from the own motto “CONSTRUCTING SITUATIONS”, we left from the situacionistas postulates of years 50. In its texts they taught to understand the city to us from the individual experience. They were left expositions back exclusively functionalist; they interested aspects that were beyond dimensional parameters, road hierarchies, full-emptiness and that took care of dimensional parameters, you will relate, phenomenological. The space of the city acquires sense with the use that their inhabitants do of it, of the multiplicity of relations that in the city can be given: to experience the city like a territory where “to construct situations”. This way, we would like to understand our proposal of houses for young people like a playful reapropiation of the urban space. The own plane of situation, memory of the psicogeografic maps, shows to the location like part of the network of spaces public of the municipality.

Planteamos liberar el plano del suelo al máximo con una nueva topografía que alberga los equipamientos, para crear un campo de actividades lúdicas que pueden variar en función del sujeto y del entorno. Las viviendas se organizan en cuatro torres, densas y compactas, dispuestas sobre una gran alfombra verde con equipamientos. Un espacio central en cada torre, iluminado y ventilado cenitalmente, permite establecer relaciones entre los usuarios en sentido vertical y horizontal, y garantiza la ventilación cruzada en todas las viviendas. Un núcleo vertical de comunicaciones da servicio a cinco viviendas de un dormitorio, y otra de dos, en cada planta. Interiormente, todo el espacio se abre a unos vacíos adicionales exteriores (no incluídos en los 35 m² exigidos en el programa), que introducen luz, ventilación y energía a las viviendas y que funcionan, a su vez, como espacio para multifuncionales. Frente al programa estándar: Salón-Dormitorio-Cocina, planteamos un espacio configurable, sin programa específico, que permitiéra un uso polivalente. La únicas partes invariantes son los cuartos húmedos, sobre los que pivotan salones y dormitorios, introduciendo cierta aleatoriedad en la composición de la fachada. Un cerramiento de lamas de aluminio anodizado de 18 cm. de anchura envuelve la fachada, vistiendo la edificación y logrando una imagen contemporánea en el marco de un limitado presupuesto que no superó los 700 euros por metro cuadrado sobre rasante.

We propose that the ground is freed to the maximum, creating a field of leisure activities that vary with the subject and the environment. The houses are grouped in four towers, very dense and compact, floating on a great equipped green carpet. In each one, the houses are organized around a central, illuminated and ventilated space, that allows to establish relations between the users in vertical and horizontal sense, and guarantees the ventilation crossed in all the houses. A vertical nucleus of communications serves five houses as a dormitory, and one of two, by plant. In its interior, all the space is opened to an extra outer emptiness (not including in the 35 m² that it requests the program), that introduces light, ventilation and energy to the house and are simultaneously a multipurpose space. Faced with the standard program: Bedroom-Hall Kitchen, we propose a configurable space, without program, multipurpose in its use. The only piece fixes are the fog rooms, on which halls and dormitories pivot, introducing certain randomness in the composition of the facade. A closing of slats of hard anodizing aluminum of 18 cm. width, surrounds the facade, dressing the construction, and obtaining a contemporary image in the frame of a limited budget that did not surpass the 700 euros square meter above ground level.
